Yes DDR4 must be installed in pairs.
Likewise, why does RAM work better in pairs? Matched RAM sticks are used in order to allow the motherboard to run the RAM in dual or triple channel (if supported). This effectively means that you gain a little speed between the CPU and the RAM due to a higher 'bandwidth' so that more data can travel faster.
Considering this, does memory need to be installed in pairs?
Memory doesn't have to be installed in pairs, but it is recommended in pretty much any modern motherboard as this is what enables Dual Channel mode which can (under some circumstances) dramatically increase performance. Processors have grown in speed much more than memory has over the last couple of decades though.
Can I mix and match RAM?
As long as the types of Ram you mix are the same FORM FACTOR (DDR2, DDR3, etc) and voltage, you can use them together. They can be different speeds, and made by different manufacturers. Different brands of Ram are fine to use together.
