Frodo had an innocent character. The innocence made him more immune to the ill-effects of the ring. Frodo did not lust for power. But Frodo can not be, because he had no lust for power.
Similarly, why did Aragorn resist the ring? Why did Aragorn have such a strong resistance to the One Ring despite being a descendant of Isildur? Aragorn understood the importance of his position, and he was raised understanding exactly what he would have to do and to be in order to fulfill his high destiny.
Secondly, why did Frodo not destroy the ring?
The ring falls into the fires of Doom by accident as Frodo and Gollum fight over it. It is NOT thrown into the fires by intention. It is NOT destroyed intentionally by Frodo or anyone. My take from this is Tolkien had a lesson: That power is immensely corrupting, and not even our hero is immune to its power.
Why does Gandalf tell Frodo not to put on the ring?
He doesn't want the ring to be used - again - by anyone. He's addressing Frodo, because Frodo is the one in whose care the ring was most recently left. In the words of Galadriel in “The Mirror of Galadriel”: Only thrice have you set the Ring on your finger since you knew what you possessed.
